I was thinking if I draw Iowa-class battleship and modify it as "Nebraska". Does it counts as AU or Personal Designs?

Nebby's just a fictional version of Iowa with sexy camouflage patterns with 18" inch triple guns and around 6 secondary 6" dual turrets at the side. It's just the last battleship tier in Navyfield and I'm in love with that ship! Sexy as hell! :D

Generally, "AU" is reserved for when you have created an entire alternate universe around the ship. This would be a personal design (unless you're planning on making some sort of 1946 USN to go with it).
